From the help file
Some motion blur settings (duration etc.) have no effect on the VRayPhysicalCamera. Instead, motion blur is controlled by the camera itself (through the Shutter speed etc. parameters).

IMO the help guide should say exactly what does and doesnt affect the vray camera's moblur.
