Wow - this would be fantastic. As for 'stars', that wouldn't be that important to me as long as the general illumination would be there.

If you were to add stars that would be a 'bonus', but the option to turn it off would be needed as well.

The nightsky paper by Jensen uses a BRDF approximation as well as albedo and spectral maps to model the moon. Illumination is a rather tough call as this wont work purely through a map i guess as things like blueshift and alike are taken care of by a special modified Ward tonemapping if i recall right.

I think this is something we all will need at some point, I love doing dusk shots but there is a point where the sky starts to look a little apocalyptical and scary when the sun gets below the horizon.
