FYI to anyone who's still having any problems. I was able to fix my reflection problem by changing the cutoff value to .001 but I had to change it for the glass material that the sky was visible reflected in. My problem was on a floor that was reflecting a vray skylight and no matter how small I made the reflection cutoff for the floor, I always got a harsh line in the reflection of the bright windows. When I changed the cutoff on the glass to .001 (or to 0) the line went away and I got a nice blurry reflection as expected.
