It's light cache being used for reflections. Although I never noticed it can be so obvious I always thought LC contribution in reflections is sort of gradually introduced as the reflection glossiness lowers
Easy fix should be disabling usage of Light Cache for glossy reflections, but it's not really an efficient fix, as you lose a significant speed up gained by accelerating low glossiness with Light Cache data.
This is not a bug; it looks like something or someone has been tinkering with your material settings, in particular the "Treat glossy rays as GI" option in the VRayMtl material - it should be set to "Only for GI rays". For V-Ray 3.5 this option is hidden from the UI (it was meant for debug purposes only), but you can still set it to 1 from MaxScript (the name is "option_traceDiffuseAndGlossy").
Thanks. It's because you've turned off the "retrace" option in the light cache. V-Ray even prints a warning about this. To fix this issue, either turn on the "retrace" option of the light cache, or as Recon442 suggested, turn off the "use light cache for glossy rays" option. I would recommend the first one (enable the "retrace" option - it's on by default too).
