      Our developers checked the logs and the screen shot provided and they proposed the below:
      Please install an optional Windows component called "WMI Windows Installer Provider". This component can be installed through "Add/Remove Windows Components"...
      look for the "Management and Monitoring Tools" group.

      Check the above mentioned and tell us if this is working and the check if the error message appears again into the V-Ray Online license server.

        This keeps getting better, is there a way to manually install that component? Ive been looking but no luck yet as I can not find the "Management and Monitoring Tools" group, see screen shot

          **Update**

          So I had IT reload the laptop with Win10 and so far it all seems good. Thanks sooooo very much again to everyone at Chaos that helped
