Only if this perspective navigation worked for camera navigation, like why would would it be different

What I usually do is have a test camera for my look-dev which I can navigate freely in the IPR, it is just so awkward in 3Ds Max out of box

    https://www.youtube.com/watch?v=KxvsmNYfnDU

Maya, C4D, Houdini and Modo all can do same perpective navigation with cameras using Mouse and keyboard.. out of box

I'm gonna map Zoom and Orbit to hotkeys like what others did

They're different because they have very different functionalities, historically and within the Max way of working.

With a persp view you can always rotate around selection center, f.e., or quickly zoom to selection.
Doing so within a cam view would have to move the target, or the camera, respectively, and that could be problematic (Max also has an auto-key function. Do the above away from frame 0, with the autokey active, and you got yourself an animated camera.).
If one locked the camera, as it's wise to do once it's approved, then the above wouldn't work at all, and the camera locks are hidden away (unlike, f.e. in houdini.).
The same would apply to shortcuts.

As a side note: ctrl+r, ctrl+p are -at least in max 2022- the universal shortcuts for pan and rotate, wether the view is a camera or a perspective.
You may have to add those for Truck and Zoom (Called "Field-Of-View"), however.

For what it's worth, i personally can't stand that a camera should move like a perspective view, but of course i would, coming from decades of Max.

        Thanks for your input Lele

Ctrl r and Ctrl P should do the job, then now I assigned Ctrl T to Dolly mode for zoom. I will get used to these shortcuts
I use Auto-key function a lot similar to C4D and Houdini

Slowly getting the hang of this DCC
