Scripts are cool - but I'd still prefer it to be a basic part of the lights functionality. If I wanted to use custom scripts and controllers just to point a light in a direction I'd be using Maya already...
But seriously - I trust there's more than 3-4 people who would like this?

the best is to have like in the standard light, a radio button for the target on/off state.

Targeted does not mean "non rectangle" or "non are light". I would like a rectangle "area light" with a target and on/off switch (could be default to off).
