why is the glossiness calculation not stored with the irradiance map when saved?

Because glossiness is view-dependent, whereas the samples in the irradiance map are not (they look the same no matter from which direction you look at them). Calculating and storing information for glossy stuff so that you can view it from any angle would be slow and very memory-consuming.

if i remember correctly they were originally tied togeher, but so many people complained that they want more control over glossies. So they became seperate passes.
