chakarov has been looking into the baking-related functionality, he's out of office for a few days and I'm unable to give you a decent answer so please hang tight until he comes back!
you could use bumpnormal element to do this, or to select desired operator/s in "Custom Operator" group.
current normals element is based on angle between geometry and camera, which in case of baking is 90degrees on Z axis, it will be changed to a world normals in one of the next nightlies.
Unfortunately there is no easy way to do this out of the box, but I am working on a scene where I will show an easy solution of this task. I will upload it later today or tomorrow.
Hi stevejjd , displacement extract workflow will be available next week, because V-Ray BakerTool needs an update which will get into nightly builds next week
Hello again stevejjd , sorry for the delay, this is an example of how you can extract height map with V-Ray BakerTool, you will need last nightly build. Everything is explained in the hip file, but if you have any questions feel free to ask here. The example will be uploaded as a part of baking tutorial in the docs page with next update.
