So, I'm having exactly the same problem.
M1 Mac, MacOS Ventura.
Tried with both nightly and official release.
Tried with both .json and .env file.
INSTALL ROOT pointing to unpacked archive (installed by the dmg, I think there are no ZIP versions anymore?)
The V-Ray menu appears, so the INSTALL ROOT varible is probably correct.
But "V-Ray Python 3.9 module not found!" is the only result i get.
Any ideas? Is it for some reason relying on a python installed inside MacOS? Is it relying on a very specific version of Python? Could it be some Ventura permissions issue?
