Sorry for the late reply, couldn't get to you earlier.
Can you tell me what the end goal is here? Why do you need to do the projection? What do you need to be seen on the plane if the projection worked as you expected it to?

I just want to project some of my HDR onto a plane and then be able to move that plane with the HDR as a fixed texture. End goal is to have better/ more realistic reflections. So I am trying to basically move a wall closer to my object.

I'd personally go with just the Maya projection texture in spherical mode and skip the placeEnvTex completely.
Here's a sample setup - let me know if that's something you can use (you'll need to replace the texture).
The tricky bit is to do the geometry properly, as having the ground plane way up would cause the stretching you're seeing from the maya projection.

AH I had plugged the 'inverse matrix' instead of the WORLD inverse matrix into the placement matrix, for the 3dplacement to projection connection. DOH!

Once i did this I was able to bake to texture and everything behaved as expected

Thank you for your help and for sharing that scene

No problem, glad to know it's all sorted now.
