Is this in reference to Mayas standard 2d texture "Water" or is there a specific way to apply this?

No, I mean there is a V-Ray specific texture called "Water" (you can find it in Create > V-Ray > Create texture from V-Ray plugin). Currently this is in development and some parameters don't have any effect. It will be a proper Maya texture shading node a bit further on.
There were some changes to the water after this scene was made.
Probably it is better to start from scratch and to use VRayWater texture directly (it is mean to be used as displacement texture).
Keep in mind that you have to use vector displacement and to lower the wind value (the current default is too high ).
