If you use the nightly builds, there are lens effects in the V-Ray VFB for glow/glare. For the official builds, it might be best to add these effects in a compositing application.

Is it possible that someone explain me how to use and object as a gizmo with envfog in maya vray?

Basically you need to set "Opacity map" option of the geometry (which you will use as a gizmo) shader to black and set "VRayEnvironmentFog" node in the "Volume Material" slot of its shading group.

The other option, which might work better if the camera goes inside the gizmo is to use the Relationship editor to link the VRayEnvironmentFog to the objects that you want to use as gizmos.
Here is a simple example scene. The yellow cube is done by setting the VRayEnvironmentFog via the sahding group of the geometry material and the red one via the Relationship editor.

i have the glow working in the vray frame buffer
but is there a way to have it as a render element in batch rendering?
glow and bloom doesnt come up in the render element list and also is not renderer as a seperate pass.
