It seems then, that the zoneAlarm software that you're using is blocking all communication with the license server (it doesn't need to have internet, it needs to communicate with the dongle, Maya, V-Ray etc locally). So you should either not use the "stop all internet traffic" option, or add exceptions to zoneAlarm for the following addresses: localhost, 127.0.0.1 and for the following ports: 30304 and 30314
