the material assignment is a maya function. Why would you want a vray material assigned to new objects? it would create a bunch of vray materials in the scene. You could do that later with a script if you needed to though.
It's a maya function and I'm not sure if a) we can change the behavior or b) if we could - how hacky would it be.
This makes think about:
* if you had a default VRayMtl1 instead of the default lambert1 - wouldn't it be the same behavior? You would have the same material applied to every new object. Changing that material will change it for all objects at once, which might be undesired.
* if you had a new VRayMtl applied to each new object - you'll end up with a bunch of VRayMtl nodes, which might be undesired - like Dmitry pointed out.
I don't see benefit from that (yet), but it never hurts to keep the discussion going
