ply2vrmeshfile doesn't run

Hi, since is useful for me to transform some .obj files into .vrmesh ones I tried to run the ply2vrmesh.exe file but nothing happens when I double click on the icon.
It is very strange for me beacuse I've seen it used in some tutorials on Youtube,

moreover the other .exe files in the same folder run regularly.
I tried to scan the file with the antivirus but it is ok and also I wonder if I have to run it only with the command line.
I have an enormous need that file works oterwise I won't able to generate the proxy I need.
