Can I use cpu denoise on AMD CPU?

Yes to both the Intel denoiser and Vray's denoiser, they both work on AMD CPUs
If you uncheck "hardware accelerated" under Vray denoiser it will run on CPU .. or if you don't have a supported Nvidia or AMD GPUs it reverts to CPU automatically

On the other hand, Nvidia AI denoiser requires an Nvidia GPU, and will run fine if you have an AMD CPU + Nvidia GPU

About the use of different denoiser, Vray's one works best for final rendering of stills and animation rendering.. it is trained to perserve the details and reduce flickering as much as possible, and it supports denoising of separate render elements
Nvidia's denoiser works best for interactive rendering, it can deal with high frequency noise very well.. and will update serveral time every second for faster iterations, if you have a good Nvidia GPU
Intel denoiser is also good for IPR or final rendering, you can experiment with it
