We were planning on adding the dome light, sphere light, and IES light all at once. It was difficult to add these lights due to the way our old code base was set up, so they were put on hold until we could rewrite the code base.

I would say, IES light do not affect render time. Whether, then very minimal....

The IES light have the same behavior of the other lights in term of render time.
