The issue might be that the Cosmos service is not running at all on your system (it should have been started automatically).
I'd recommend you try the following:
Go to Apps And Features / Add or remove programs Windows panel
Locate Chaos Cosmos Browser
Uninstall it
Re-install V-Ray 5 for SketchUp, update 1 (Do not install as Administrator!)
I just tried to uninstall and reinstall. It did not solve the problem.
I tried to start cbservice.exe in C:\Program Files\Chaos Group\Chaos Cosmos, and it gave some errors - I will send them via DM - not sure if they can help.

Could you please:
1. Uninstall Chaos Cosmos once again.
2. Once done, please make sure the following folder is deleted: C:\Program Files\Common Files\ChaosGroup\ChaosCosmos
3. Reinstall V-Ray for SketchUp
4. Make sure the Chaos Content Browser Service is running and see if the Cosmos window issue persists when opening it through the SketchUp toolbar?

I did what you said, uninstalled Vray, deleted the ChaosGroup folders.
I then
- reinstalled Vray
- started Sketchup
- started cosmos browser again
same result.
Then I checked sevices, and found CCBService, and it was set to "stopped", I right clicked and selected Start, it started, but when back to off in less than a second.
I then tried via services, right click, start - but it gave me an error 1067.
