Light portals are typically used at windows to "gather" light so that it can be sampled better. Basically what a light portal does is that it takes all of the illumination that is behind it and that becomes the color and intensity of the light. So when the light is in Light Portal mode the color and intensity won't do anything because they are not being referenced. To change the color/intensity of a light portal you would need to adjust the environment settings.
You would need to adjust the GI not the background. With an HDR or simple color/multiplier it should be straight forward. With the sun/sky, the parameters between GI and background are linked, so the best way to actually increase the intensity of the Sun/sky without affecting the background is to increase the texture multiplier.
