in exterior scene, how can i soften the shadow (scatter) without changing the turbidity ?

Changing turbidity won't do it. Increase the sun size and that will allow you to get blurry shadows.

There really isn't a scale with that number. I'm sure its related to something, but I don't know exactly what it is. I typically wind up setting it at about 15 and that gives me what I'm looking for. I usually don't like my shadows too soft though, so I would describe 15 as MediumLow for softness. But all of that is pretty arbitrary.

In the sun settings...click on the little M in the environment settings and that should get you there.
