Nigh Shot Bullseye?

I have this mysterious bull’s-eye like rings in my image every time I try to do a night shot... Obviously there are no lights yet, which could be part of the problem. Any ideas on how to get rid of it would be much appreciated?

What would that contain? There is not a lot of answers about how to get night shots on this forum, lots of questions though.

I have another problem when I add physical lights versus emissive materials the render time increases, from 5 minutes to ??? (havent finished yet, I let it run for 9 hours and it was still trying to do its first prepass!) Any further suggestions would be wonderful.
