I have to double check, but in my test the problem was the low irr map solution and the color mapping. You have -5 -3 for the Irr Map, this is very low solution so you will have a lot of really big blotchy. On the HSph Subdivs you have 30 and this is very low too. Also you are using exponential on the color mapping, this is not bad, but the problem is the bright multiplier that is very low. I don't remember, because I'm at home, but I guess you have 2 or 3.
To resolve the issue use IRR Map -4 / -1 and increase the HSph Subdiv to something between 80 - 120. In term of the color mapping, I always use Reinhard for the color mapping. Reinhard is the best solution, because is a combination between Linear and Exponential. If the burn value is closer to 0, the color mapping is more exponential. If the value is closer to 1, the color mapping is more linear. So I think there are no reasons to not use Reinhard. If you want to use Exponential, then increase the burn value and control the brightness of the scene through the lights multipliers or the physical camera.
My recommendation is Reinhard with a low burn value, maybe .35.
I'll send you the test render and the fixed scene tomorrow.
