something wrong with active shade view compared to render output size
The ActiveShade renderer and the production renderer have different output resolution settings (when you switch them, you'll notice that the Common tab of the render settings changes); make sure they match.
I have been experiencing this as well and I have checked all output resolution settings. Happens in RT for both production and active shade but not for every scene.
Example here where the bottom is cropped off on the final render. Un-ticking get resolution from Max in the V-Ray Frame Buffer and entering the same resolution also makes no difference.
I will sort out a scene and upload it shortly. I did some further investigation and it appears to only happen when using a camera. Tried both 3ds Max camera and V-Ray camera however in perspective it is fine.
I have had it in the past when setting up slightly obscure camera angles and lens settings. If you go from out of the camera view and back into it again the view slightly shifts. It appears to lose its original position. I put this down to a 3ds Max issue as it happens in the viewport using any camera type and creating a completely new camera seems to fix it. Maybe this is linked some how? V-Ray RT not being able to render obscure views, however normal renderer is fine?
Apologies for not getting back sooner, but here is a Max file showing that the rendered result in RT is different to standard. The image size is the same yet in RT it appears to be zoomed in? By obscure views, I mean that sometimes this happens with cameras after they have been adjusted too much via the FOV/zoom controls etc. However if you create a new camera in the scene everything is fine.

I'm reproducing the same issue with your scene here as well, probably there is a bug in this release (2.40.03). In build V-Ray 2.40.04 (available for download since a few days) some improvements are made for the RT engine and in my tests it produces the same render result as in the production one.
Would it be possible to update and test with?
