You seem to have “use all lights” or I can choose which lights to include… but, how can I only choose objects that have a light material on?
Or how can I make it so that I exclude lights rather than include?

You probably need a script for that. However, the Include list works with Lights only, so you probably need to use VRayMeshLights (or disable DI).
Sorry to say, you can’t do this at this point. I guess it’s a good idea to implement it.
EDIT- This is for 3ds Max.
I want it to me light material as I am using them to light up Tyflow particles.
But yeah, some improvements to this would be welcome!
Well if you insist on it, disabling DI should suffice. Otherwise, you can use the VRayInstancer to instance Mesh Lights to a tyFlow particle system (you need to enable the Particle Interface in the Interfaces tab of the tyFlow node) and afterward disable the “Affect Atmosphere” of the VRayMeshLight.
