using all 16 buckets of dual xeon

If I have dual processor (16 total cores) should I not see 16 buckets at render time? On my workstation I have a total of 8 cores and I see 8 buckets at render time. Is there some special setting to be able to use all the cores? On these dual processors of the render farm I only get 8 buckets. Thanks for any help.
