      I thing that there's no correlation between IM+LC settings and these artefacts. These settings are only for FINAL renders, for tests you should decrease them. The reasons for these artefacts may be complex. What is your Color mapping setting? Did you use Clamp output and Subpixel? What is position of the sun - it's too dark outside? What is your image sampling settings?

          Your setting are pretty high, so your scene should be splotchiness free. Where you have place the rectangular light? Try to place the rectangular lights inside the room, in front of the windows.

                  Is there an specific reason why you are doing testing on that big resolution? If you are testing lighting maybe you should decrease the output size and the setting to speed up the testing process.

                    yes i know, sometimes i use the large resolution because I see more artefact then a smaller resolution.

                      Hi, your Image sampler settings are unnecessary high. You may leave min/max values untouched
                      1/16 are quite enough. Also noise level - for IM engine this value is wasteful ;D IM usually gives noiseless images, so noise level values below 0.005 are unnecessary. For final renders 0.008-0.005 are quite good. Another thing - AA filter, area filter gives "blurry" effect - IM engine too. I hate AA filters, but if you want you may use Sinc filter in low values. Sinc is edge strengthening filter, and it's better choice especially with IM. For rec. lamp you should place it behind window, with the same size like window. Check - store with, invisible. Uncheck - ignore light normals, also increase subdivs to 22 or 32 (may increase render time). And your sun position is wrong, outside should be more brighter, but now seems like night :

                          The rec lights size it's the same of the windows, but the orientation of the sun is setted to 8.45 am,because i like to give this angulation to the rays inside the room....
                          Also i need to correct the intensity of the rec light according to the sun....

                            The only reason to place light behind the windows is if you have some geometry that may interfere with the rectangular light. If you have glass material on the windows and a real windows and you place the light behind those objects, you are wasting illumination, because the light have to pass through those object and the calculations that V-Ray have to make are more complicate complicate. If you have curtains, for example, then ou should place the light behind the windows.
