Yes you can get a licence to grow but its somewhat limited. I know only 2 companies got it so far so its not like everyone can apply and automatically get a licence. In fact there have been talks thats these companies that got licence had to do lots of "persuading" in certain places.
Best to have a 10 plants max in a basement with some nice lighting and ventilation and youre set without a licence
