lens effect \ bloom does help a bit to solve the problem.
But what do I do when I render an exr file and I do not want to use buty pass or effectsResult but only use a combination of global illumination, reflection, refraction, etc. Is there a way to integrate the effectsresult layer in Photoshop.
Can you please expand the concept of tonemap and how to perform it in vray or Photoshop?

As mentioned uses vray 3.6
Assuming those are vray lights visible in render.
I would disable those from visibility and instead model a light fixture and assign a vray light material to it with multiplier 1.0 and compensate for exposure checked.
Either that or turn on sub-pixel mapping.
