Maybe the render mode in the Rendering panel is not Mesh?

Could you just check the About box in the Simulation panel and paste here the Build ID?

a legacy problem, phoenix started as fire/smoke simulator and this value was used to render fires as liquid, it's considered to be the border temperature of the flame.
