IES lights do not work with photons, they work with IRR, have you tried to render a scene with just IES and photon... and no IRR...

Try with photons,the tip is only increase a lot difuse multiplier of lights to see them

mmmm ..... i did get it to work a little BUT the values of the lights and the photon map had to be so high it become unworkable

In your scene i had to increase difuse multiplier to 200000 and it works perfectly
In my scene i only increased to 500 and works fine,i think it depends of ies,i think
