I say VRayLightMtl if for no other reason than a person would be able to save a library of working "presets" into a *.mat file. You could even have a single Multi-Sub material in your scene containing all of your light types, nearly giving you the same accessability as a light lister. Then, you would also have an option of modifier functionality by using the Material modifier if that was desired, with a little more setup, but still functional.
