I think it makes sense to have 1 place for your assets so sticking the material library into Cosmos, or the other way around, should require less resources, both from a development standpoint, as well as actually using it.

Is it always slow or only on scenes that have a lot to draw in the Viewport?
Also there was a bug (now fixed in the nightlies) where the browser was laggy when a VRayLight was just created from the V-Ray Toolbar.If it was that easy, it would have already been done
