    It's not a cheat really - this is how you would actually compute the bloom, if you had to do it while rendering, and not in post.

      can you then explain how does value of center bias -10 produces such result?

        Well I have done this tests, and achived same result as you have with the dof which brought me to conclusion that, where on the examples I have shown its a ray dispersing effect in the camera lense, this is a negative dof compression effect, where the center bias actually contracnts the blur and somehow spreads the glowing pixels around. Whith this method tho, if your scene will have a dof (true depth of field) and this effect together would be impossible...
