On the other hand, if glossy fresnel is off by default, I need to make sure I enable it every time I add a new material to a new scene. This is a total pain.

Please enable glossy fresnel by default.
    I agree 100%

+1, and maybe just include a simple script to disable Glossy Fresnel on all materials, to ensure compatibility with older scenes.

          I will think about it.
Any preset materials somebody has accumulated will be broken by this. You load the material preset and suddenly it has glossy fresnel enabled, so it doesn't look like originally created.
For preset materials, you can't just disable glossy fresnel on all of them, like you can for whole scenes.

Also note that for "PBR" work-flow you need to change other stuff as well, like BRDF Type from Blinn to GGX.
If I add presets and have a "PBR" preset it can change all of the required channels in one click - BRDF Type, Glossy Fresnel and anything else that might be needed, without breaking previous scenes.

It will be nice if you guys push The Foundry to make it possible to specify default values only for new Custom Materials, at least for MODO 11.

The end of March or somewhere in the beginning of April, but it could be longer.
The current builds need fixes, so it's better that they are not used on farms yet.
