Funnily enough, I have been experimenting with this affect over the last few days. I have been trying to simulate rough matt black foam. I must admit that most of the time I arrive at a conclusion by testing rather than theory. In this case I eventually found that the double diffuse layer worked. I used a noise pattern on the first diffuse layer colour. (Multiplier 5, B&W perlin Noise, UV repeat 80.) In the same diffuse layer I set a transparency colour of 200,200,200. Because I was simulating black, the second diffuse layer was Black - 0,0,0. It works very well for me and is quick to render. Obviously you have to set your environment so its not too light but otherwise everything is the same.
