I have had the same problem (VRay RTEngine.DLL not found ) but not on max 2010, it was on 2009. Apparently, 2010 worked fine!. Same OS, Vista 64bit SP1
Vista will not grant the installer access to the program files folder unless you specifically choose the "Run as administrator..." option (or turn UAC off), even if your user has administrative privileges.
I did the install using both methods, nothing worked
Ok then, there are several things to check:
1) make sure the RT engine really is where it should be - "C:\Program Files\Chaos Group\V-Ray\RT for 3ds Max 2010 for x64\bin\plugins", the file is called "vray_RTEngine.dll"
2) make sure that the environment variable VRAY_RT_FOR_3DSMAX2010_PLUGINS_x64 is defined properly. To do that, right-click "My Computer", choose "Properties", select "Advanced system settings", click on the "Environment variables" button, scroll down the "System variables" list and see if there is an environment variable named "VRAY_RT_FOR_3DSMAX2010_PLUGINS_x64" and that its value is the path from point 1)

Yes, it is there, main_x64 to bin and plugins_x64 to bin/plugins
Ok, then; not quite sure why it would happen, but try the following:
1) Open a command prompt (Start menu > enter "cmd" without the quotes in the "Start search" box and press Enter;
2) In the command prompt, type "set" without the quotes and press Enter; make sure that you see the "VRAY_RT_FOR_3DSMAX2010_PLUGINS_x64" variable.
3) Start 3ds Max directly from the command prompt: type "c:\program files\autodesk\3ds Max 2010\3dsmax.exe" with the quotes and press Enter;
4) See if that works.
