These emails are real and from Chaos. The Amnesty Program is a legitimate Chaos initiative. You can read about it at chaos.com/amnesty-program. It exists to give people a straightforward path to get properly licensed. Case numbers, device identifiers, and links in those emails are all genuine.
I completely understand why you’d be skeptical, scams are everywhere nowadays, so I appreciate you double-checking.

A few things I want to address specifically:
To Duane: I’m sorry your reply bounced. That should not happen and I want to look into it. Please forward your email to ip-litigation@chaos.com and I’ll make sure you hear back from a real person.
To Alex: Please reach out to us at ip-litigation@chaos.com We’ll review your situation individually.
To Bobby and others: If you’ve received one of these emails and believe it was sent in error, we would love to know. Being licensed isn’t always the full picture, but if something doesn’t add up on our end, we’d rather fix it than send you unnecessary emails. Please forward your email to ip-litigation@chaos.com and we’ll look at your account.
