Is there any feature in V-Ray for Houdini where a USD file containing V-Ray materials can be imported in to /mat?
This feature is available in Maya: V-Ray for Maya

Alternatively what’s the best method for writing out V-Ray materials in an external format to reimport and recompose the material network?

There are no plans for importing USD materials in /mat.

If you plan to use USD - use Solaris only.
