Because of that I decided to see if there was a newer version of the WIBU software on the WIBU site. There was, but something got totally screwed up, so now I can't get the WIBU software/dongle working or installing properly at all, either from their installer or from VRay. I've written WIBU about it.

Try unplugging the dongle, installing the drivers, restarting, and plugging the dongle back in. If it still doesn't work, email our support guys to support@chaosgroup.com - they can arrange a remote session to see what may be wrong.
But, on the whole, the sooner we drop the dongles, the better
Yeah, I'm pretty much screwed. I've been spending hours on this, trying every combination of things I can think of. I assume I was trying to do too many things at one time and something messed up my registry. Even if I clean out everything WIBU and VRay related and try to re-install the WIBU, with or without the dongle present, I get error messages. This even happens when I try to install the previous version of VRay when it gets to the WIBU install part. It says it can't properly install a certain file (even though I can see that it's there). And I get and error when I try to uninstall WIBU as well, saying that it can't properly remove a different file (so I do it by hand).
And when things DO appear to install correctly, Windows complains that the WIBU doesn't have a digital signature.
At one point I tried to delete everything with WIBU in it in my Registry. Half way through I remembered that WIBU also makes the CodeMeter software that all my iCube plugins use. So I had to uninstall and reinstall those.

After reporting this yesterday, I actually found out i had the same issues with my vray for sketchup dongle as well.
Slept over the issue so as to start tackling it this morning...
But, everything started working again.
Didn't have to do anything at all. Just started working again.

The guy from WIBU told me that there have been reported problems with a particular Windows Update, and that I should try uninstalling it. I found that the update that he mentioned is not removable, but Windows had me install some updates this morning that may have cleared up some of the problem. This morning I was able to install the driver without any issues, and the WIBU control panel can see that the dongle is plugged in. But, when I get the WIBU status, the Server Manager says that the "WibuKey Network Server is NOT running!" And of course I'm currently still not able to run VRay.
Please be advised that WibuKey server is not used by our licensing and it does not matter if it is started or not.
You need to make sure that V-Ray license server is started.
After installing the WIBU-KEY driver, please plug in the dongle and start V-Ray license server from:
Start Menu > Programs > Chaos Group > V-Ray for 3dsmax 20xx for x64 > Licensing>Administration > Launch Vray License Server
