As joconnell explained, the particles of the fog are in the way and that's why you are getting a darker render. The exclude list works exactly as expected - it tells which light to affect the fog, it can't cut the rest of the fog that is not lit by them automagically.If it was that easy, it would have already been done

Well if you excluded a box from a light source it won't cast shadow no matter what or the exclude option would be broken
Same applies or there is a bug for me

Fire up IPR, play with the vray light intensity and directional value, also the fog height and distance, adding a vray dome light, just washes out the whole scene, but then the only reason I would use a vray dome light, would be for IML, using HDR images, which you aren't going to see through the fog anyway. and it just brightens the scene and gives it a colour cast. Like this.. Note cast shadows is turned off for the dome light

"A clear fog effect", is kind of a contradiction.Obviously fog if it was clear, you would not see it
So are you saying you want a fog effect for certain lights, but not a fog effect in the overall scene???.. If so that would look a bit weird.I am confused. YOU ask can you make a volume light, the answer is yes, as you can see from my example. You then want to create a volume light effect, ONLY with specific lights and that would look very weird..
Perhaps you could explain , in detail, what it is you are actually trying to achieve.. Afterall you initial examples, are not exactly very detailed.
If a light is to show a volume fog effect, then there has to be something in the atmosphere, that makes it produce that effect, dust, fog, smoke etc.. I have yet to see, in reality, a set of lights in such an environment, where only some of them produce the effect, while others do not

Standard max lights and the light volume environment effect work as intended (ie. like with the scanline renderer) in V-Ray.
So, provided you don't use V-Ray lights for it, and can live with whatever is available for lighting and shapes, you may be able to achieve what you're looking for.Lele

I would like to thank both of you for replies and for trying to help
andy51 actually i think exclude and include options are not a physical thing or a reality feature its for us artist to have so much control and help us acheive what we need with ease
Acutally what the current include/exclude dialog of the vrayenvironmentfog option do is it only exclude certain light from affecting fog particles not light calculations ,the light is affected even if its excluded and that just doesnt make sense
all i want is that exclude would remove the light from light calculations as well
What that would help me in ?
it would give me so much control adjusting the fog densities for certain lights
some senarios with the current options is impossible to acheive without post production work ,with the need to rebuild the whole scene in postproduction process
Because with the current options the more you want dense fog light the more the shadows are dimmed and the scene looks black on shadow areas ( due to fog affect all other scene light that you didn't want to touch )
Introducing for example fog effects to certain subject/character in your scene only is impossible right now

^Lele^ i undertand that standard max light work with vray but vray light is way advanced
For example if you put an object in front of that light it wont prevent the light from pathing through it due to casting shadow
Vray light does that ,it casts shadows that affects volumetrics
I hope i made myself clear and waiting your responses guys
